简介

当前，中国―中东欧国家“16+1合作”正随着“一带一路”建设得到蓬勃发展，进入了一个全面发力、成果丰硕、影响广泛的新阶段。中方对这一机制十分重视，李克强总理今年7月出席在保加利亚首都索非亚举行的第七次中国和中东欧国家领导人会晤，标志着“16+1合作”迈入了一个新的阶段。在与会各方共同发表的《中国―中东欧国家合作索非亚纲要》中，再次强调了拓展人文交流的重要意义，为2019年专门做出了13个方面的安排，并宣布2019年为“16+1教育、青年交流年”。

2018年是我国实行改革开放四十年，也是部分中东欧统一的现代民族国家建立或独立一百年，同时，“16+1合作”进入第二个五年期。2019年，我们将迎来中华人民共和国成立70周年，新中国与部分中东欧国家建交70年。在这样一种折射特殊历史意义的背景下，北外中东欧研究中心定于2018年10月12日举办第二届,即“2018年北外中国—中东欧人文交流论坛”。

Introduction

At present, the "16+1 Cooperation" between China and Central and Eastern European Countries (CEECs)has entered a new phase of comprehensive development, productive achievements, and extensive influence as the building of the Belt and Roadis booming.China attaches great importance to this mechanism. The seventhChina-CEECs summitwas held in Sofia, Bulgaria in July this year, marking the beginning of a new phase of the "16+1 Cooperation". In the China-Central and Eastern European Cooperation Sofia Outline signed by the participating parties, the importance of enhancingpeople-to-peopleexchanges was emphasized again, 13 arrangements concerning different aspects were specially made for 2019, and the year 2019 was declared as the "16+1 Education and Youth Exchange Year".

The year 2018 marks the 40^th anniversary of China’s reform and opening up, and the centenaryof independence of some CEECs. "16+1 cooperation" has entered the second five-year period. In 2019, we will celebrate the 70th anniversary of both the founding of the People's Republic of China and the establishment of diplomatic relations betweenPRCand some CEECs. Under this background, theCenter for Central and Eastern European Studies atBeijing Foreign Studies Universityis scheduled to hold the second “BFSU Forum for China-CEEC Cultural Exchanges (2018)”on October 12.
